The Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Small Business (SB) Government-Wide Acquisition Contract (GWAC) is a ten (10) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

This contract is intended to provide information technology (IT) solutions and services as defined in FAR 2.101(b) and further clarified in the Clinger-Cohen Act of 1996. These IT solutions and services include health and biomedical-related IT services to meet scientific, health, administrative, operational, managerial, and information management requirements. The Strategic Partners Acquisition Readiness Contract (SPARC) is a cost-effective, innovative solution for procuring information technology (IT) professional services from a pool of CMS experienced partners.

VA Transformation Twenty-One Total Technology Next Generation (T4NG) IDIQ (Subcontractor)

The Transformation Twenty-One Total Technology (T4) Next Generation (T4NG) is a total IT services solution encompassing, but not limited to software and IT products incidental to the solution, in conjunction with all services needed to integrate a system, network, or other IT service in order to meet a client’s mission requirements. Accordingly, Task Orders may include acquisitions of software and IT products. Services shall include technical, systems engineering and other solutions encompassing the entire range of IT requirements. Services, as well as related IT products, may encompass the entire life-cycle of a system, including but not limited to program management and strategy planning, systems/software engineering, enterprise network, cyber security, operation and maintenance and IT facilities. Moreover, services and related products covered under this contract shall be global in reach and the Contractors must be prepared to provide services and deliverables worldwide. Contractor-provided solutions may support the Department of Veterans Affairs (VA) and its joint initiatives, other Federal Agencies, and if so authorized by specific Legislation (e.g. Public Law 108-136 Section 803), tasks for State and local Governments involving information technology and telecommunications that are federally funded.

Total IT services solutions include technical support, program management, services management, strategy planning, systems/software engineering, design and development, integration, implementation support, architecture development, studies and analysis, test and evaluation, modeling and simulation, data migration, training, enterprise network engineering, cyber security, operation and maintenance, IT facilities and other solutions encompassing the entire range of IT and Health IT requirements, to include software and hardware incidental to the solution

Functional Areas

4.1 Program Management (PM), Strategy, Enterprise Architecture and Planning Support: This functional area is to provide Program and Project Management, monitoring and analysis, strategy, enterprise architecture and planning support. These services may be at the enterprise or on an individual project level

4.2 Systems /Software Engineering: This functional area is to provide systems/software engineering support for any or all phases of a system/software lifecycle and can cover the entire range of VA systems to include healthcare information processing, benefits information processing, decision support systems etc

4.3 Software Technology Demonstration and Transition: This functional area is to test and evaluate advanced technologies

4.4 Test and Evaluation: This functional area is to provide support in all phases of the testing life cycle

4.5 IV&V: This functional area is to review, evaluate and verify the procedures used to develop and test third party systems/software

4.6 Enterprise Network: This functional area is to provide comprehensive life cycle systems/network administration for VA enterprise systems worldwide

4.7 Enterprise Management Framework: This functional area is to support the execution of the enterprise management framework

4.8 Operations and Maintenance: This functional area is to operate, repair and maintain systems, applications, and IT environments in support of applications and/or system components for production environments

4.9 Cyber Security: This functional area is to define and deliver strategic, operational and process aspects of cyber security and to ensure that adequate LAN/Internet, data, information and system security are in accordance with organizational standard operating procedures, conditions, laws and regulations

4.10 Training: This functional area is to identify training requirements and to obtain, develop or conduct training programs throughout the life cycle of a system, application or product

4.11 IT Facilities: This functional area is to provide a total IT solution to the customer. Requirement does not include performing significant facility or building construction/modification

DLA J6 Enterprise Technology Services (JETS) IDIQ (Subcontractor)

SoftDev is part of a Department of Defense (DoD), Defense Logistics Agency (DLA) contract award as a subcontractor for the DLA J6 Enterprise Technology Services (JETS). Our prime contractor is TecPort Solutions/Computer Aid, Inc. This is an IDIQ contract and the actual work will be issued and awarded as task orders under the contract. The overall IDIQ contract value has a ceiling at $6B, and the period of performance is a 5 year base plus 3 one year options.

The DLA is the DoD’s largest logistics combat support agency, providing worldwide logistics support in both peacetime and wartime to the military services as well as several civilian agencies and foreign countries.

The DLA JETS IDIQ will provide the full range of IT services, technical and management expertise, and solution-related enabling products. IT solutions include those capabilities, applications, software, hardware, infrastructure and systems across the DLA IT Enterprise. Support will be provided for IT solutions, technical support, maintenance and sustainment; operations support; application development, maintenance and technical support; and lifecycle management.

PSC IDIQ (Subcontractor)

The Program Support Center (PSC), a fee-for-service Government agency, expands the services available to the Department of Health and Human Services (HHS) and other agencies through the use of Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts to increase the number of Contractors and resources available to provide required services, and to enhance our ability to produce quick-turnaround and “real time” information.

The services under this contract include:

Policy Assessments/Analysis

These studies require analyses of major policy issues receiving active consideration by key Government officials. The policy-oriented information produced by these assessments contributes directly to internal debate on budgetary, legislative and program modification decisions, provides background analysis and support for major administration initiatives and, occasionally, produces the information base for Congressionally-mandated reports

Policy assessments are focused somewhat broadly and prospectively on emerging issues and changing policy directions. Because timeliness of information is critical to policy assessments, these studies typically require special review, abstraction and analysis of current information and existing data bases. The major policy issue may be divided into sets of study questions to be analyzed in a focused and limited fashion throughout subsequent tasks. Analyses may often be iterative, as less fruitful study areas and data sources are eliminated from subsequent analysis. Systematic and in-depth literature reviews may be required. This work may involve quick turn-around, fact-finding or information gathering and analysis

Typical products may include issue and discussion papers, papers summarizing the state of knowledge or describing the current practice on particular topics; reports summarizing relevant findings and information while identifying current knowledge gaps; and formal briefings for high level policy officials

Identification of problems in and improvement of policy analysis may also be required. This may include researching and piloting new methods of performing policy analyses to improve their timeliness, reliability, and policy relevance; developing new methods of data collection such as electronic and web-based approaches; supporting work with various agencies to coordinate policy planning; and improving the quality and utility of policy analysis

Program Assessments

These studies focus more narrowly on current programs in an effort to define issues or problems. These studies may be distinctly more management and impact oriented. The intended uses of program assessments are similar to policy assessments and may include budgetary and legislative decisions as well as program modification or redesign. Program assessments may identify Abest practices@ in a number of program sites, produce preliminary data on efficiency and effectiveness (impact) and recommend options for program change or subsequent evaluation.

Program assessments typically involve analysis of existing data or may involve limited data collection from fewer than ten individuals or programs. Data collection on a more extensive basis may be required, however all applicable clearances shall be obtained prior to commencement of services. Telephone contacts may be used to collect information from project sites or from individuals knowledgeable about the program. Site visits may be used to obtain information on program performance, to corroborate or correct information from other sources and to determine the feasibility of proposed measures and comparisons

Evaluation Design Studies and Data Collection

These studies propose technical designs (measurements and comparisons) to be used in evaluating a program, and tests those designs by collecting data on the program=s performance. This information is used by program managers and policymakers to select a design for full-scale evaluation if further program performance information is needed

Evaluation studies may require that Contractors identify and apply the appropriate evaluation methodologies and research designs for various purposes at the local, regional and national levels, construct and field test/validate a survey instrument, compile written survey protocols, train interviewers as necessary, prepare OMB clearance packages for submittal, perform extensive survey related tasks and perform the appropriate survey follow up, analyze raw data for significance and develop a final report of results and recommendations. Additionally, these studies may require the ability to access databases from appropriate sources, construct databases, convene an Expert Panel and/or a Federal Advisory panel as required

These studies may also include identifying problems in and improving the quality of evaluations and evaluation systems. Activities such as researching and piloting new methods of collecting data to improve timeliness, reliability, and policy relevance; developing new methods of data collecting such as electronic methods of transmission; working with other organizations to coordinate data collections; and improving the quality and utility of program data collections. Minor Information Technology requirements may be called for under this task such as encoding a survey into electronic format for use of laptop computers by survey personnel in conducting the survey

Performance Measurements

The Government Performance and Results Act (GPRA) stipulates that all Federal agencies implement a performance measurement system that will track agency and program performance over time, using quantifiable indicators. Services to be provided may include reviewing, revising and, in some instances, helping to draft the performance plans for agency programs and linking these performance plans to the agency=s strategic plan. Services may also include redesigning and improving the quality of the performance measurement process, performance data, and the system and method by which data are collected. Activities may include the collection and analysis of program performance data; field observation reports; advice concerning improvement of agency performance measurement systems and dissemination of these methods to other government agencies and interested organizations

Technical Assistance/Expertise

Technical assistance may be provided in many different forms depending on the particular requirements of a given program office, including the development of written materials, training, convening of stakeholders for the purpose of sharing information, and other mechanisms. Generally, the Contractor shall provide or maintain a network of professional consultants and/or identify appropriately qualified experts to provide services on a relatively rapid basis to various program areas as specified by each individual task order

Services may include technical assistance to grantees in the areas of organization, administration, services provision, and research, demonstration and evaluation activities. Grantees are a wide range of public and private organizations at the State and local level. Depending on the program and the requirement, services will vary from technical assistance to State agencies on service delivery systems to technical assistance to small, local non-profit organizations that provide direct services to clients. Government agencies or entities may require technical expertise in the areas of planning activities, evaluations, speeches, reports and policy papers, etc. Individual task orders may require one or a combination of both types of assistance

Data Analysis

The Contractor shall be able to complete both simple and complex analyses of Federally supplied and public access data. Both SPSS and SAS skills may be required. Tasks will vary from the straightforward to the complex. Typically these tasks will involve short deadlines. Analyses may include cross-tabulations, calculations, or reliability and validity, sample selection, power analyses, trends, projections, estimates, calculations of sample sizes, and the preparation of narrative materials, graphs, charts, overheads and PowerPoint demonstrations suitable for clearance and distribution

Auxiliary/Support Services

Translation and Interpretation - Services may be required for the translation of written documents and verbal communications to and from various languages. This may also include adaptation for the disabled such as TTY, sign language, etc. The Contractor shall assist Government staff, as necessary, by providing, installing and printing specialized fonts or templates necessary for various languages

Website Support Work - Services may include both design and maintenance of Government web sites. The Contractor shall manipulate and convert documents provided from various sources and in various formats. Services must comply with the Department and Government standards and server compatibility, which may involve liaison work with the Government=s technical representatives. Website support services may also include technical assistance for existing web sites previously designed and produced by the Government agency

Production and Distribution of Publications - Services may include design, layout, word processing, copy-editing and photocopying of reports, materials, brochures, or other printed or electronic materials. Graphic services, including those of graphic artists, may also be required for the preparation of graphs based on the analysis of technical data and in the preparation of flyers, posters, pamphlets, covers, logos, and promotional materials. All services shall comply with agency and Departmental standards and requirements, which may involve liaison work with agency representatives, writers, graphic designers, and the Government Printing Office (GPO). GPO requirements may also necessitate the Contractor working with the agency for printing, duplication and/or publication of materials through GPO.

CMS Measure and Instrument Development and Support (MIDS) IDIQ (Subcontractor)

The purpose of the Measure & Instrument Development and Support (MIDS) Indefinite Delivery/Indefinite Quantity (IDIQ) Umbrella Statement of Work (USOW) is to develop outcome, process, structural, cost and composite quality measures suitable for endorsement by a consensus endorsement entity and reflective of quality care for healthcare settings, such as psychiatric hospitals, ambulatory care services, physician providers, accountable care organizations, nursing homes, home health agencies, hospice programs, long-term care hospitals, in-patient rehabilitation facilities, PPS-exempt cancer hospitals, acute care hospitals, and ambulatory surgical centers. Its purpose is to also support the collection of data that could be used to trend quality related to patient care for those patients that move across settings, as well as other uses related to cross-setting analysis. Such quality care measures would include any aspect of care that is consistent with the Institute of Medicine’s (IOM) Six Aims of Care (safety, timeliness, efficiency, effectiveness, equitability and patient centeredness), is consistent with the National Quality Strategy (NQS), and is in alignment with CMS’ three Aims (Better Care, Better Health, Lower Costs through Improvement) and Quality Measurement Strategy.

CMS National Surveyor Training Program (NSTP) IDIQ (Subcontractor)

The Centers for Medicare & Medicaid Services (CMS) Center for Clinical Standards and Quality (CCSQ), Survey and Certification Group, Training Team (SCG/TT) is responsible for providing leadership, overall programmatic direction and training to Regional Offices (ROs) and State Survey Agencies (SAs) for implementation and enforcement of health quality standards and safety requirements for Medicare/Medicaid providers and suppliers of health care services.
