Step 1: Customer consults with SoftDev professionals to develop the Statement of Work (SOW) and provides it to the Contracting Office Technical Representative/Contracting Office Representative (COTR/COR).
Step 2: COTR/COR reviews documentation and forwards with funding documents to Contracting Office.

The Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Small Business (SB) Government-Wide Acquisition Contract (GWAC) is a ten (10) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. SoftDev is a prime contractor on the CIO-SP3 SB and CIO-SP3 HUBZone tracks.
This contract is intended to provide information technology (IT) solutions and services as defined in FAR 2.101(b) and further clarified in the Clinger-Cohen Act of 1996. These IT solutions and services include health and biomedical-related IT services to meet scientific, health, administrative, operational, managerial, and information management requirements. The contract also contains general IT services partly because medical systems are increasingly integrated within a broader IT architecture, requiring a systems approach to their implementation and a sound infrastructure for their operation.

CMS Measure and Instrument Development and Support (MIDS) IDIQ (Subcontractor)
SoftDev is proud to be one of eight small business prime awardees and the first recipient of a small business task order, the CMS / Alignment of Public and Quality Reporting Programs and Websites (APQPRW) on the MIDS vehicle.
The purpose of the Measure & Instrument Development and Support (MIDS) Indefinite Delivery/Indefinite Quantity (IDIQ) Umbrella Statement of Work (USOW) is to develop outcome, process, structural, cost and composite quality measures suitable for endorsement by a consensus endorsement entity and reflective of quality care for healthcare settings, such as psychiatric hospitals, ambulatory care services, physician providers, accountable care organizations, nursing homes, home health agencies, hospice programs, long-term care hospitals, in-patient rehabilitation facilities, PPS-exempt cancer hospitals, acute care hospitals, and ambulatory surgical centers. Its purpose is to also support the collection of data that could be used to trend quality related to patient care for those patients that move across settings, as well as other uses related to cross-setting analysis. Such quality care measures would include any aspect of care that is consistent with the Institute of Medicine’s (IOM) Six Aims of Care (safety, timeliness, efficiency, effectiveness, equitability and patient centeredness), is consistent with the National Quality Strategy (NQS), and is in alignment with CMS’ three Aims (Better Care, Better Health, Lower Costs through Improvement) and Quality Measurement Strategy.

CMS NQIIC IDIQ
SoftDev is one of the 59 awardees across the country that CMS deemed eligible to bid on task orders such as this one under the Network of Quality Improvement and Innovation Contractors program. Leveraging a history of service to the QIO Program, SoftDev supports the current 12th SOW QIN-QIO contract with the design and development of the data collection tools, databases, access controls, and interfaces for QIN-QIO measurement collection and reporting across five states.
The Centers for Medicare & Medicaid Services (CMS) Network of Quality Improvement and Innovation Contractors (NQIIC) Program supports quality improvement efforts across care settings, using data to drive change and add value to taxpayers. The NQIIC indefinite-delivery/indefinite-quantity (IDIQ) contract covers several task order topic areas including behavioral health; patient safety; care coordination; nursing homes and long-term care; chronic disease self-management; and public health. Contractors under the NQIIC program will help CMS will work with clinicians and other health care providers to help improve quality, affordability, accessibility and customer experience.
NQIIC may include task orders to initiatives related to health information technology; direct technical assistance; recruitment; community coalitions; learning and action networks; and continuous improvement, measurement, data and reporting such as data collection and analytics.

AHRQ ACTION IV
As a subcontractor to RTI International, SoftDev is available to continue to achieve our mission of improving lives. We bring expertise automating research and surveys within AHRQ as well as our knowledge of best practices supporting the improvement of healthcare delivery through our work at CMS.
ACTION 4 is the fourth generation of an AHRQ-wide contracting mechanism that supports field-based delivery system research. ACTION projects conduct and study the development and testing of interventions designed to improve care delivery, and the dissemination and implementation of successful care delivery models in diverse care settings.

Army HR Solutions PLS IDIQ
As a subcontractor to Three Wire Systems, one of eight primes on the vehicle, SoftDev stands ready to provide best-in-class resources to support the Department of Defense mission.
HR Solutions Personnel Life Cycle Solutions (PLS) is a 10-year contract and an Army recognized preferred strategic acquisition source. The contract has a 5-year base period through 2023 with five 1-year options through 2028 and a total program ceiling of $6.1B.
The scope of the IDIQ contract is to provide support for enterprise level human resource services for Department of Defense programs and systems, including a wide-range of personnel life cycle challenges such as personnel structure, manpower, training and development, compensation, sustainment and wellness, deployment, transition and data administration.

Army ITES-3S
SoftDev serves as a subcontractor to Ace Info Solutions, Inc. on the Information Technology Enterprise Solutions 3 Services -- also known as “ITES-3S” contract, a $12.1 billion Multiple Award Indefinite Delivery/Indefinite Quantity (MA ID/IQ) contract vehicle, September 25, 2018. The ITES-3S contract includes a full range of services and solutions necessary for the Army to satisfy its support of Army Enterprise infrastructure and infrastructure goals with IT services throughout CONUS and OCONUS locations, including warzone areas. The scope includes the Command, Control Communications, Computers, and Information Management (C4IM) requirements as defined in Army Regulations 25-1 (AR-25-1). Additionally, ITES-3S includes the services and solutions necessary for the Army and other services to transition from current service-centric information environments to the enterprise Joint Information Environment (JIE) as directed by the DoD Chief Information Officer (CIO). The IT services solutions are categorized in the following task areas: Cybersecurity Services, IT Services, Business Process Reengineering, Enterprise Design, Integration, and Consolidation, Network/Systems Operation and Maintenance, Telecommunications/Systems Operation and Maintenance, IT Supply Chain Management, IT Education & Training. CMS RMADA2
As a subcontractor on several key teams, SoftDev expands upon our support to CMS and the MIDS IDIQ through the Research, Measurement, Assessment, Design, and Analysis (RMADA) 2 indefinite delivery, indefinite quantity (IDIQ). The RMADA 2 contract by the Centers for Medicare & Medicaid Services (CMS). RMADA 2 is a five-year, multiple-award contract vehicle with a ceiling amount of $5 billion. RMADA 2 is utilized to respond to the expanded needs of the Patient Protection and Affordable Care Act (ACA) and Health Care Reform ACT (HCERA).
DIA SITE III
SoftDev proudly serves on two DIA Solutions for the Information Technology Enterprise (SITE) III contract vehicle teams, Braxton-Grant Technologies and Full Visibility. The SITE III is DIA's third consecutive indefinite delivery, indefinite quantity contract to address the evolving information technology requirements vital to U.S. security.
The 10-year SITE III IDIQ contract provides a centralized and synchronized IT acquisition capability to meet worldwide security requirements and technical support services through system design, development, fielding and sustainment of global intelligence and Command and Control assets. SITE III facilitates worldwide coverage for integrated IT intelligence requirements and technical support services to DIA and National Geospatial-Intelligence Agency. SITE III also supports business process reengineering and development, performance measures and metrics, feasibility studies, IT systems architecture development and planning, research, design, engineering and development of systems, and fielding and installation of systems with capabilities developed during the design and engineering phase.

SoftDev, as a subcontractor to All Points Logistics, is available to buyers on the best-in-class contract VETS 2. The VETS 2 GWAC is the only GWAC set aside exclusively for Service-Disabled, Veteran-Owned Small Businesses (SDVOSB). It’s designed to meet diverse agency IT services requirements, including new and emerging technologies. VETS 2, with a ceiling of $5 billion and period of performance running form 2/23/2018-2/22/2023, features fixed-price, cost-reimbursement, labor-hour, and time-and-materials task order types, providing greater flexibility in procuring different types of IT products and services and meeting mission requirements.

VA Transformation Twenty-One Total Technology Next Generation (T4NG) IDIQ

The VA’s Transformation Twenty-One Total Technology - Next Generation (T4NG) is an enterprise contractual solution covering a wide range of Information Technology (IT) and Health IT services, including program management and strategic planning, systems and software engineering, enterprise networks, cyber security, operations and maintenance. Effective June 25, 2018, the T4NG contract was designated a Tier 2 contract supporting category management principles while giving agencies another opportunity for Spend Under Management (SUM) credit.

VA VHA IHT IDIQ
As a recently onboarded subcontractor to one of the select six primes on the VA VHA IHT vehicle, RB Management Consultants, SoftDev will leverage our health informatics expertise to support our nation’s veterans.
VHA’s Integrated Healthcare Transformation (IHT) contract is a multiple-award, indefinite-delivery/indefinite-quantity contract with a five-year base term and five option years. The VHA Office of Healthcare Transformation designed the IDIQ to cover 36 task areas across three functional categories: Health System Transformation and Innovation, Implementation and Operations Support, and Healthcare Enabling Services. IHT provides the necessary support for VHA to complete an organizational transformation that will enable seamless, high‐quality, integrated, coordinated healthcare, anytime and anywhere. The first functional category covers project and program management, business process re-engineering, management and improvement, change management and strategic planning and communications, while the second functional category includes studies and analyses, training development and delivery and policy research and development. The third functional category deals with supply chain management, human resources, acquisitions and financial services management.
